► What is Exceptional Scrutiny?

The Exceptional Scrutiny process is in place for you if you are still unhappy with the outcome of a formal complaint once it has been dealt with by the Head of College, or alternatively if you feel that there have been fundamental errors in the appeal process. Please note that Exceptional Scrutiny is a rare procedure for extreme cases.

Exceptional Scrutiny for Appeals

It is expected that the procedures for appeal having been followed, all parties will be satisfied with the fairness of the decision reached. However in instances where this is not the case a student may lodge with the Rector, as Chairman of Academic Board, a request for Exceptional Scrutiny by Academic Board by Submitting an Exceptional Scrutiny Form within two weeks of the issue of the decision for which exceptional scrutiny is being sought.

The Rector may instruct the University Secretary to meet informally with the student within two weeks of receipt of the form. The purpose of this informal meeting is to clarify outstanding concerns and the facts about the procedures followed to date and this information will be made available to the Rector.

 The Rector may at his discretion reach a decision personally without a meeting with the student, or may call the student or others to present relevant evidence before reaching a decision, or may refer the case to an Academic Board Exceptional Scrutiny Panel.

 Such a panel shall consist of five members. Three members will be drawn from the pool of ex officio members of the Academic Board and its standing committees, one of whom shall be appointed by the Rector to chair the meeting. There will also beone external member and one Students' Union representative.

The Panel may decide to exercise its power to annul a decision of a Board of Examiners and so substitute it with a decision o fits own, where exceptional circumstances make this appropriate.

If the rector does not refer the matter to the Panel, he will inform the student about his consideration of the review within 3 weeks of receipt og the Exceptional Scrutiny form.

 Exceptional Scrutiny by Academic Board is the last stage of internal appeal on assessment matters and is biding on the University and the student. Consequently, regardless of any continuing grievance the student might feel, he/she is advised to acknowledge the ongoing requirements and implictations of the Exceptional scrutiny decision.

Exceptional Scrutiny for Complaints

If a student is dissatisfied by the outcome of their complaint at the end of the College dealing with it internally, they can request a review within two weeks of the formal complaint outcome by lodging an Exceptional Scrutiny Form with the Head of College or the Rector.

After investigations the student will be asked to a meeting with a senior manager not previously involved, normally the University Secretary. Within 4 weeks the Rector will receive all information and investigations concerning the complaint, and will make a written decision within one week of this.The final decision will be confirmed in writing, and a completion of procedures letter will be produced to mark the end of the process.

Exceptionally, a student may feel so dissatisfied that an independent review is wanted. In such cases, you should firstly seek advice from us at the Students' Union. You can request such a review by writing to the Chairman, Rector or Secretary of the University.
